What we did, from the work order
Shut off water service to the mobile home park and drained the park main through a fire hydrant. Chipped away the concrete encasing the PVC, then cut out the upstream riser to the sub meter and the leaking transition fitting. Installed a new 3/4 inch schedule 80 PVC ball valve with new schedule 80 pipe and fittings, plus a new 3/4 inch copper riser with a full-port ball valve and copper fittings. Let the cement cure, restored service, and bled the air out through the hydrant and the clubhouse hose bibs. Tested good, no leaks, work area cleaned up.
On a shared park main there is no second attempt in the same visit. Everything was staged before the water went off, and the line was bled and tested at the hydrant and the clubhouse before the crew left.
