Two sewer systems operate here: the City’s own, over 215 miles of pipeline, and the Buena Sanitation District, 101 miles, which is an entity of the City, and both send flow to the Encina plant in Carlsbad. One quirk worth knowing: sewer for the 21,600-odd customers is billed annually on the County Assessor’s property tax bill, not as a monthly utility bill, so there is no separate sewer statement to check.

Is my Vista address actually inside the city?

Not necessarily, and it changes who permits your work. The City of Vista acknowledges that some properties with a Vista mailing address sit in the unincorporated part of Vista rather than inside city limits, and directs those residents to San Diego County instead. Inside the city, permit applications go in person to the Development Services Counter on the first floor of the Civic Center, and the contractor has to hold a current City of Vista business license before pulling one. Outside it, the County issues the permit. We are based here, so this is the one we sort out before quoting.
